[OOC: I was working on a well developed post with President Carlton explaining each aspect of the EUREP piece by piece. To be completely honest though I’m never going to have enough motivation to finish that long of a post considering I was only through two points of the plan and it was already a page long. I don’t want to have to finish it and it would take forever for you all to read the huge post I originally had planned. So, instead of a huge wall of text, I give you this EUREP outline. It isn’t as detailed as my original post but just assume more specific details are provided in the reports Carlton hands out. There are more aspects to the plan of course but these are just the main ones.

Also keep in mind that Gracealonian renewable energy technologies are no doubt more advanced and cheaper than current real world renewable sources. We have a large green technology sector due to a plan similar to the EUREP passed on a national level many years ago and this would mean renewable would be more advanced and cheaper in Gracealona. These methods could be passed on to other EU nations making the EUREP reasonable, economical and practical.]

In the temporary Elite Union meeting hall in the Capital Building in Gracemaria, the delegates from Rasvidi, NX401 and Gracealona were meeting. An engineer had just finished presenting a progress report on the EU headquarters. As soon as the man left the room President Carlton walked up to the front.

“I know this small room is less than satisfactory for the needs of these meetings and the EU but as you can see from the presentation just given our new headquarters will more than meet our needs. Now, on to our next order of business: I have finally finalized the details of the Elite Union Renewable Energy Plan, which I proposed during the treaty talks.” He nodded to his aid standing in the back of the room and she handed out folders with details of the plan in it. While she did that Carlton turned on a projector mounted on the ceiling and pulled down a projector screen at the front of the room. He then leaned down to his laptop on the table and opened a slide show. “I will now outline the main points of the EUREP, additional details are provided in the reports that were just handed out to you. Most of these are adapted from practices already used in Gracealona, they will just be used on a larger scale.” He then used a small remote to begin the slide show. The first slide read:

End all imports of oil from Edo Edi Essum and secure domestic alternatives.

“Now as I’m sure you all remember from my preliminary explanation of the plan, the main goal of the EUREP is to end our dependency on fossil fuels; specifically oil. As you know oil is cheap but it has poor impacts on the environment and of course doesn’t last forever. We constantly have to seek new reserves of oil or other nations to import it from. Instead, we will focus on establishing renewable energy sources to supply our nation’s energy needs. Although renewable energy plants are more expensive to build than traditional plants, once they are completed they are cheaper to run and maintain as they don’t constantly need to be re-supplied.

Of course I realize that it will take many years to completely replace our power plants with all renewable ones. Gracealona already has replaced 80% of ours but your nations are much further behind. Our small oil needs are met by the reserves in the Gulf of Gracealona but yours will not be. Currently the vast majority of you oil comes from EEE [OOC: I assume this as Hijjma is not yet been given up and no other nation has large enough reserves. Correct me if I’m wrong though]. As EEE is our enemy this needs to end as soon as possible. However our renewable energy plants won’t be finished for many years, so we need to secure domestic oil immediately. We will accomplish this the way we discussed during the treaty talks. The reserves in the North Sea will begin to accomplish this but we will still need more. So, our three nations will move together and claim a plot with oil reserves to satisfy our needs. Once we have sufficient oil to insure cheap oil for our economies we will place massive tariffs on EEE oil preventing its import. As we discussed before we signed the treaty this is still within the terms of the treaty. It simply says we can’t ban oil imports, but it says nothing about tariffs so we will not be violating the terms of the treaty while still accomplishing our goals.

This way we will have cheap oil from domestic sources to fill our energy needs in the years it takes to establish renewable sources. These sources will include wind, solar, hydroelectric and geothermal plants. We will also build nuclear and hydrogen plants. The large amount of funding the Gracealonian government has granted to research from our Environment budget as well as money spent by other private green companies have made it so advances have been made in all these sources. They are much more practical, economical and efficient than they used to be as a result of this research. The EUREP will require that each nation replace 3% of its energy sources with renewable ones each year. This means that all current non-renewable plants would be replaced in about 35 years. It will also ban the construction of additional fossil fuel plants in our countries.”

The next slide comes up, this one reads.
Encourage growth of Green Companies in the Private Sector

Carlton spoke again “To do this we will provide tax cuts and other incentives to companies that produce and use Green Technologies. Some examples of this would be tax cuts to car companies that manufacture things like hybrids, hydrogen fuel cell vehicles or 100% electric cars. Also things like food companies that package goods in biodegradable packaging or shipping companies and airlines the use bio-fuels etc. We will also provide tax breaks to citizens that purchase things like electric cars, install solar panels, or use CFL light bulbs. Basically the goal is to grow companies that are green. As the industry grows it will create competition between green companies make it so green becomes cheaper and cheaper. This way it will make it a more economical option than non-renewable sources.”

Install electric charging stations for electric cars in cities and at service stations
“This is an element that will be adopted from Gracealona. When we passed the Gracealonian Renewable Energy Initiative 20 years ago [OOC: The GREI is basically identical to the EUREP only on a national level] we provided similar tax cuts as outlined in the last slide. As a result many car companies began to develop electric cars. The problem was these cars can only go about 100 miles on a charge. This is fine for everyday use in commuting and such but if you want to go further than that there was no where to charge your car. Our solution to this problem was Charging Stations. They look similar to parking meters except they have outlets for electric cars on them. When you place coins in the meters current begins to flow to the outlet for a certain amount of time so you can charge your car. These meters are installed at gas stations and on city streets for use and will be installed in your nations.”

After going through a few more slides Carlton ended the slide show and turned off the projector.

“In conclusion we will entirely break our dependency on foreign fossil fuels for energy and transport and eventually end our need for fossil fuels in those areas entirely. This will insure cheap energy for the EU economy for many years to come while years from now other nations scramble to build renewable sources when their fossil fuels begin to run low and become more expensive. On top of that nations who wish to buy green technologies will likely buy them from the EU as we will have the cheapest of them, further benefiting our economies.

I will now open up the presentation for your questions and suggestions. If there’s anything you need clarified or you want added to the plan this is the time to bring it up.”

44 is good, we could also go for 34 which is also sort nearby, and also close to south hijjma.

34 is a no, there's no oil reserves on it according to the resource map. I'd say either 44 or the northern part of 7. We don't need to capture the entirety of either plot, we just need the areas with oil reserves.

EDIT: Looks like EEE has launched a small invasion of the southern part of 44 [Somehow I feel like he's doing it just to mess with us Razz] No matter though, 44 is still an option.
